葫芦岛电视台是1990年8月14日建立的省辖市级无线台，是财政全额拨款的事业单位。台址占地面积10000平方米。全台现有职工180人，具有中、高级技术职称的63人，共有23个部室，3个自办经济实体。节目信号覆盖除市区以外，还可覆盖南票区、建昌县、兴城市、锦州、秦皇岛等，覆盖人口近4万人口。台内现开办各类栏目25个。
电视频道有新闻综合频道和社会综合频道，其节目设置都体现了鲜明的本土特色，新闻综合频道的《葫芦岛新闻》、《百姓》、《特别关注》，社会生活频道的《零距离》和《聚焦软环境》，以及生活服务类节目《相约》和《新生活》等不仅逐渐成为地区品牌，而且也不断深入人心。
