2005年6月1日济南电视台少儿频道在济南市委、市政府领导同志的关心和指导下，秉承“一切为了孩子，为了孩子的一切”的办台理念，为满足全市120万少年儿童精神文化需求而精心打造了济南电视台少儿频道。
频道特色及发展编辑
济南电视台少儿频道坚持教育娱乐化、学习轻松化的办台特色，努力办成 “让党放心、让家长放心、让社会放心”的文化教育阵地；建设成为孩子开拓视野、提高素质的最佳伙伴和陶冶情操、愉悦身心的精神乐园。
2006年3月16日在济南市委宣传部的号召下，济南电视台少儿频道建立“泉城动漫产业实验基地”。同时，为2006山东（国际）文化产业博览会营造浓厚氛围、提供优秀成果，“‘相约文博会’——首届泉城（国际）动漫大赛”也同时启动。济南电视台少儿频道具备“泉城动漫创作基地”运作的得天独厚的有利条件，少儿频道的动漫产业也将发挥其龙头带动作用，逐步向整个创意产业领域拓展，共同创造自己的动漫品牌，真正将动漫做成名符其实的文化大产业，成为济南市文化产业的一面旗帜。
栏目介绍
《奶油森林》是济南电视台少儿频道主打栏目，是济南地区唯一一档集知识性，趣味性，娱乐性为一体的少儿杂志类日播栏目。 在每一期节目中，明星主持人菠萝哥哥，草莓姐姐，香蕉哥哥，水蜜桃姐姐来到各个不同的幼儿园，与孩子们一起编排不同的精彩故事。同时，也为孩子们带来最新的动画节目。《奶油森林》在城区4—14年龄段收视群体中，收视率高达4.2%。是名副其实的济南地区少儿类节目的龙头品牌。
《漫话天下》栏目于2009年9月1日正式开播，栏目寓含用“动漫”形式“评说”天下热点事件之意，栏目分为三个板块：《笑天下》——笑可笑之事；《搜天下》——搜轶事奇闻；《看天下》——看人间百态。
