CHTV国家卫生和计划生育委员会百姓健康频道隶属于国家卫生计生委，由中国健康教育中心主办，经国家广电总局批准，于2007年8月26日上星播出，是国家仅有的三个部委级电视播出机构的其中之一。
权威性、专业化、服务型是百姓健康频道推出的三大特色亮点，依托国家卫生部强大的官方专业背景，由世界卫生组织及国内多家专业学会、协会提供支持，秉承聚焦医改、关注医保、和谐医患、走进社区、深入农村的媒体宗旨，从医改的角度发布改革措施，从专业的角度介绍最新成果，从服务的角度推荐特色门诊，从医德的角度展示医护风采，从监督的角度宣扬行业道德，是宣传介绍健管家服务的窗口，也为全国电视观众奉献一个 “大健康”体系内专属电视媒体平台。
2010年5月正式加入鼎视传媒数字电视传媒代理。
2012年8月6日，卫生部百姓健康电视频道（CHTV）在北京举办了开播仪式。时任卫生部部长陈竺为频道开播剪彩并做重要讲话。
