●本台開播初期擬於桃、竹、苗地區有線電視上架播出，由於此地區三市、縣具有農、工、商、科技等不同特色，新竹科學園區的 發展與日後桃園國際機場捷運的通車…，都將帶來眾多的外來新住民，故本台的目標觀眾除傳統在地閩、客民眾之外，亦兼顧外來 新住民之需求，藉不同型態之節目企劃，服務以全家及各類分眾為主要目標收視族群。
