電視台前身為國衛頻道，於民國94 年8 月3 日經許可核定為衛星廣播電視節目供應者。原以轉播立法院議事為主，扮演政府與民眾之間的橋樑角色，另輔以投資理財、社會公益、醫療保健及熱門新聞話題探討之談話性節目，其後董事會於民國100年初及101年底改組，並更名為『台灣番薯電視台』。
103年的改組後經營團隊，以『台灣心、番薯情』的精神，加入新時代的氛圍，再次更名為『番薯衛星電視台』。提出『掌握台灣本土特色、傳承台灣本土文化、關懷社會弱勢團體』為頻道之經營理念，積極推動社會參與來服務觀眾。
電視台定位
番薯衛星電視台以本土關懷作為出發點，經營電視台強調『台灣心、番薯情』的定位，嚴謹態度與全方位視野來製播節目。以台灣鄉土、文化、人民、以及社會弱勢族群為關懷的主軸。
